Start with a crawlable source page
If the linking page is blocked, orphaned, behind authentication or otherwise difficult to crawl, indexation becomes less likely. Strong internal links on the source site can help discovery.
Do not confuse indexing with ranking value
An indexed page can still carry little or no meaningful value. Indexing only establishes that the page is known and eligible for processing.
Natural discovery is preferable
Pages with real site navigation, useful content and legitimate internal/external references are easier for crawlers to discover without artificial intervention.
Third-party indexers
Indexing services may help surface URLs, but they cannot guarantee that Google will index or value a page. If you use one, prioritize important, canonical, crawlable URLs rather than flooding it with low-value submissions.
